It is projected that in order to meet
the GDP growth targets and to achieve the goal of "Power for Everybody"
India need to double its generation capacity from the current level in next
10 - 12 years.
It has also been recognized by the planners that the transmission sector
requires as much investment as the power generation to bring it at par with
international level of performance parameters. The bulk of the energy in
India is produced and transmitted by the bodies owned by State Governments.
The energy is distributed almost entirely by the state owned agencies. The
Indian power sector, which is divided into five regional grids, currently
suffers from the paradox of excess power in one region and deficit in
another. The need to provide robust inter-regional energy transfer links to
achieve optimum grid operation and ultimately leading to formation of
National Grid has been critically recognized by the planners. The
forthcoming Five Year Plans are geared to achieve the scope.
One of the weakest links, in the urgent need of technical, managerial and
financial input is the distribution sector. The distribution sector has been
one of the most neglected parts of the Indian power system, which has
suffered on account of absence of commercial approach as well as over
emphasis on social and political considerations for the decisions critically
affecting the financial health of this system. Government of India in
consultation with the State Governments has undertaken a reform and
restructuring exercise at a grand scale to convert this critical sector in
commercially viable entities in shortest possible time.
In
order to achieve these goals, the Government of India has set up Electricity
Regulatory Commissions at the Central level and has created legislative
provisions for the State Governments to set up the regulators at State
levels. Private sector participation in generation, transmission and
distribution has been allowed. The multilateral agencies like World Bank,
Asian Development Bank, OECF etc are also actively advising and
participating in this reform and restructuring exercise of Indian Power
Sector. Several projects at State and Central level have been approved by
these agencies for funding. All this has thrown open a treasure of
opportunities for the national and international manufacturers of
electricity equipment, consultants and the power utilities.
